The 3R project is focused to promote the practices of reduce, reuse and recycling of waste in the UC 9 & 10 of Rawalpindi. Project has actively engaged all relevant stakeholders for its effective implementation at community level. Potential individuals have been trained on small scale recyclable/resalable businesses on trades such as compost and paper mashi supporting the concept of Reuse as well as helping create income generation opportunities for deserving stakeholders. Initially it was planned to establish an environment friendly small scale plastic recycling unit within the target area, but due to budget constraints, the project team has identified a potentially alternative to recycling plant.
In collaboration with AkhterHameed Khan Memorial Trust (AHKMT), a local NGO working on waste management in Rawalpindi,3R project is planning to initiate a low cost and self-sustained initiative named “E-GAURD”. AHKMT is already working on similar projects of solid waste management in few UC’s of Rawalpindi where the Government services for waste collection are unavailable or limited.A successful Primary collection system is established for a community unit of 1000 households in Rawalpindi.AHKMT in partnership with UN-HABITAT is replicating the similar projects in Gilgit, LandiKotal, Larkana, Mingora, Muzafferabad, Mansehra, Sialkot, and Turbat.
This initiative will facilitate the line department in primary collection and segregation of household solid waste. This concept conforms to the intrinsic purpose of reduce, reuse and recycle of waste that the 3R project has been working on. Around 80 % of the total household waste generated comprises of organic waste,plastics and other recycleables, which will be linked with the plastic recycling plants,livestock farms and compost making facilities for reusing and recycling of produced waste alongwith income generation for sustaining the stated initiative.This segregation and reselling of household solid waste will reduce the quantity of dumping material down to 20% (Refuse waste), which will be easy to manage. In addition, this initiative will also help to create few employement opportunities in the form of waste collectors and will ensure to encopmas the gender balance in its full spirit.The collector will charge a total of 100 PKR per month to each household choosing the service of E-GUARD. This will keep the motivation for effective service delivery as well as adequate income generation for the collectors.
Parallel to this, a component of rooftop gardening will also be included as an intrinsic part of this initiative. Previously 3R project has trained the potential individuals on compost making and a brief introduction to rooftop gardening was provided, but full fledge training was missing, which will be linked with the E-GUARD initiative.
The CBO’s established under CICWB project in Rawalpindi AIP, will be the key stakeholders in this initiative. Keeping the ownership of community in midst, CBO’s will have the responsibility of regular follow up and monitoring to ensure the effective service delivery in the target area. This will safeguard the sustainability of this initiative even after the phasing out of 3R’s
Akhter Hameed Khan Memorial Trust (AHKMT), working on waste management in Rawalpindi, where the Government services for waste collection is unavailable or limited. AHKMT has successfully completed the set target which was proposed in Plan of action for the implementation of identified 3R project a low cost and self-sustained initiative named “E-GAURD”. To achieve the set target AHKMT trained 10 enumerators for survey of targeted areas households. Survey of 1000 HH has been completed and 18 line/ broad based meeting also organized in particular area of UC No.09&10. The objective of those meetings was to aware the local community about the harmful effects of improper disposition of waste and sensitize the local community about 3R project. AHKMT also organized training for the identified local CBOs. The objective of this training was to give awareness of the representative about the concept of e-guard service and methodology of replication of this service in respective areas of UC No. 09 & 10. CBOs were the key stakeholders in this initiative. Keeping the ownership of community in midst, CBO’s took lead in regular follow up and monitoring to ensure the effective service delivery in the target area. E-guard waste collector training also organized by AHKMT. The objective of that training was to train the sanitary workers about the implementation methodology of e-guard service and aware them to recovery process and purpose of reduce, reuse and recycle of waste. Parallel to this, a component of rooftop gardening also included as an intrinsic part of this initiative. 3R project has trained the potential individuals on compost making and a brief introduction to rooftop gardening was provided, but full fledge training was still required, which will be linked with the E-GUARD initiative. AHKMT organized rooftop and kitchen gardening for the selected community members which were selected during survey and showed keen interest in rooftop and kitchen gardening. Finally AHKMT organized launching ceremony for the replication of e-guard service in particular areas of respective UCs. The higher officials of concerning departments from Government and other stakeholders/ representatives of local CBOs and official of World Vision were invited for replication of e-guard initiative.

After the training of enumerators AHKMT has successfully completed the survey of 1000HH and mobilized the local community to avail the service of e-guard. AHKMT took this initiative for mobilization of local community and broachers, pamphlets and other related material distributed to local community during door to door data collection for mobilization of 1000 households; 500HH of UC #09 ( Zia-Ul- Haq Colony, Zahoor Abad, Islam Pura ) and 500HH of UC # 10 ( Khayaban-e- Sir Syed Sec III)

During door to door data collection for mobilization it is analyzed that 168 households are availing the service waste collection while 307 households are not availing the service of waste collection
260 households are agree to avail the service of e-guard after door to door mobilization tools used by AHKMT and 190 households are disagree to avail the service. These figure show that 50% population is agree to avail the service of e-guard.

During door to door data collection for mobilization it is analyzed that 357 households are availing the service waste collection while 143 households are not availing the service of waste collection.
351 households are agree to avail the service of e-guard after door to door mobilization tools used by AHKMT and 146 households are disagree to avail the service. These figure show that 60% population is agree to avail the service of e-guard.
It is the strategy of the AHKMT to draw a map of the targeted area before implementing the service of e-guard because map identifies the boundaries of particular area. To achieve this task AHKMT official Mr. Bilawal prepared the map of targeted area of both Union Councils.
